New Hive (new beekeepers) Not Building Comb

My family is in our first year of beekeeping. We purchased packaged bees with a queen. They immediately got to work making comb; however, they were building in the feeder. We cleaned this out and added starter comb to the frames that we scrubbed with wax. We left the hive alone for about 10 days and when we opened it, LOTS were dead and they still weren't building comb - not even in the feeder this time.

Thoughts?
